This is one way centralism happens.  Here, the issue is not really internet sales but competition.  Interstate businesses find that some states have laws intended to protect domestic companies from out of state comptetitors, so they run to the FTC to make them stop.  Since doing so will enhance Federal (centralist) power, they will probably be glad to oblige, citing consumer benefits.

Left to the market, which is an aggreagation of local decisions, distortions that such protections create will be offset as consumers gravitate to whichever arrangement benefits them more.  Equilibrium will take longer, but is likely to be more sound than any imposed by a handful of deciders who may or may not get it right.

Ironically, the same interstate companies will often be at the head of the line asking the Feds to protect them from 'unfair' foreign competition.
