State Sen. Andrew Dinniman, D-19th, of West Whiteland, announced plans Wednesday to introduce legislation next week aimed at homeowners’ associations, statewide.  It would regulate how homeowners’ associations and builders deal with religious displays in front of homes in the developments they manage and require certain disclosures prior to sale.

The trouble was that Three Flags really doesn't need the extra access, and the residents of Claremont Manor are vehemently opposed to it.  So why is the county planning staff so adamant that the connection be built?  Safety.
