WashingtonPost.com: "Federal regulators were tipped off in mid-August 2000 that Enron Corp. was manipulating the California power market to boost its profits, but the regulators largely ignored the information until the end of the year when they moved to ease the cost of electricity in the state and provide more power."

I'd say that pretty much closes the loop.
