Nice paper on usability on the web - Criteria for optimal web design (designing for usability) - Great paper on usability. There are a lot of nuggets here that are worth taking to heart. The topics covered go down to where on the page most people are expecting to see links. Print copy is available.

U.S. won't support Net "hate speech" ban - Article on c|net News - The United States balked at signing a new ammendment to the cybercrime bill that the Council of Europe is developing. The overall treaty will help codify cybercrime and normalize enforcement efforts among the signatory governments. The new addition though would add to the list of crimes anyone promoting "hate speech" on line. Can you imagine what that would mean to free speech? Does anyone want one government deciding what is hate speech that applies to the other signatories? This is a chilling document and somthing that the US government has done right in rejecting. Kudos!
On the other hand, buried in the Homeland Security Bill that was just passed by the House, there is an ammendment that allows police and security services a much lower threshold to collect information and to tap voice and data communications in the pursuit of terrorists. In some cases it allows this without even the granting of a search warrant. This sort of cancels out the Kudo above. Freedom of Speech is important to have but more so to exercise... Time to start mailing and calling.
