Homeland Security in Savannah
A Utah homeland security team met with 7 other states in Savannah, Georgia on Tuesday and Wednesday to compare notes and help develop a strategy for states.  The meetings were sponsored by the National Governors Association.  Here is local coverage of the meeting from Savannnah.

Digital State, Part III
Part III of the 2002 Digital State Survey was released today.  Utah tied for first in the education category and tied for 5th in GIS and transportation.  Not bad for both areas.  We were not in the top half for taxation and revenue which puzzles me a little.  We have many online capabilities for online tax payment and processing, including Renewal Express for vehicle licenses, Tax Express for income tax returns, Sales and Use tax return, Special Events Tax and Licensing, as well as a customized license plate application.  There is certainly a lot more we can still do since we still have a lot of online PDF tax forms, that require a written signature.  Another resource is the searchable library of tax bulletins and administrative rules.  Speaking of Administrative Rules, I think Ken Hansen maintains one of the best rules systems in the country, including our relatively new online eRules system used to file all adminstrative rules.
