The Center for Democracy and Technology released these statements regarding the passage of the Homeland Security act and the draft National Strategy for Securing Cyberspace.

State Payment Gateway Project

This update is from Lloyd Johnson, enterprise project executive for the payment gateway project:

A meeting of the Enterprise Payment Portal project was held on Wednesday, Nov 20, 2002. The meeting discussion centered on the business requirements of the project. A number of different issues were discussed relating to the requirements that needed to be incorporated into the project and also a lot of discussion occurred about what was to be left out of the project.

It was decided that the project will incorporate a shopping cart type of interface, a payment processing section for receiving electronic payments, and an interface to reconcile the payment and transaction information to FI-NET. It was decided that all of these processes are required for initial implementation of the project.

It was also decided that point of sale applications would not be considered in this project but would be identified as a subsequent issue after what is defined as the payment portal project is implemented.

A draft of the scoping document that discusses these issues in greater detail is being prepared and will be disseminated to the group by Monday, December 2. This document will be reviewed and any immediate changes are to be e-mailed to Dave McNamee for inclusion in the document for the Wednesday, Dec 4th project meeting. It is planned to finalize the scoping document in that meeting for presentation to the December meeting of the Cabinet Council.

The next meeting of the Payment Portal Project will be at the Department of Natural Resources, 1594 West North Temple, on Wednesday, Dec 4th, at 2:00 P.M. in room 214.
