The New York Times calls Governor Leavitt a "get-along voice" for the EPA.  The editorial also calls the Governor a "formidable" negotiator.  That is true.  I think he will also find ways to enhance collaboration and communication through the use of technology.  Last year, I sat in a videoconferencing session between the Governor and the US Department of Energy where he gave a very effective power point presentation on why Energy should deny moving forward on the Skull Valley nuclear waste proposal.  It saved a lot of time and money.  I expect Governor Leavitt will find many ways to introduce efficiency while making the EPA even more effective in fulfilling its mission of protecting the environment.
