Bonding in New Utah Budget The 55th Utah Legislative Session is over, with the legacy of a $7.3 billion budget, representing a .4% reduction in spending. Gov. Mike Leavitt indicated that he would bring lawmakers back later this year to discuss the possible sale of Workers Compensation Fund. The budget, despite the cuts, did approve several bond plans, including $40 million for a new library at Utah State, $10 million for restoration of the State Capitol, $8 million for a new state archives building, nearly $7 million dollars for the purchase of an elementary school by Utah Valley State College, and $78.5 million for transportation, including an environmental impact study for Legacy Highway.
