Fixed Rate Annuities On the Way Out Fixed-Rate Annuities, currently pegged at a minimum 3%, will float, based on a recent decision of the National Association of Insurance Commissioners. The float will be based on the yield of a five-year constant-maturity Treasury note. Utah's Insurance Commissioner, Merwin Stewart, headed the committee that made the decision.
