PublicCitizen: "President Bush claims that we are safer today because of his efforts to fight terrorism.  But the reality is that the president and Congress have refused to take the commonsense steps necessary to harden our defenses against a potentially catastrophic terrorist attack on highly vulnerable, high-impact targets. Because of Bush's hostility to regulating private industry and his deep corporate ties, the White House has actively opposed efforts to secure the nation's key infrastructure - chemical plants, nuclear reactors, hazardous materials transport, seaports and water supplies, a new Public Citizen report shows."
