The first thing American officials think of when there is an emergency, is 'send in the troops'. Enough policemen with rifles and shotguns were available to keep people from leaving the New Orleans convention centre, but no help came forth nor was allowed to enter the building.
LeftTurn: "There is an atmosphere of intense hostility and distrust between much of Black New Orleans and the N.O. Police Department. In recent months, officers have been accused of everything from drug running to corruption to theft."

TorontoStar: "Because New Orleans is under martial law, police need no reason to stop and search anyone or pull them off the street. There's no doubt they see journalists as an impediment to their efforts to regain control of their city. But they have also been shot by snipers and looters in the nighttime chaos, and anyone who drives through this city these days knows what it's like to get a little twitchy."

ArmyTimes: "Army, Air Force, Navy, Marine Corps, Coast Guard and police helicopters filled the city sky Friday morning. Most had armed soldiers manning the doors."
But Red Cross and other relief workers were not allowed to help people.

America's culture of violence is coming home to roost. America is violent internationally, but also nationally. Poverty is violence against people. And when people live in a culture of violence they will resort to violence themselves. As you sow so shall ye reap.
The American administration has no experience in helping people, the neocon ideology has taken inhuman proportions and the first response is to send in the troops.
America is losing face and dignity.

A Declaration of The People of the United States of America Concerning the Present Crisis in the City of New Orleans.

In the name of the People of the United States of America, we declare:

That for the last four and a half years the President and his administration have served the interests of a few wealthy citizens and not the interests of the American People.

That he has acted with contempt for the People and for the Constitution and the laws of the United States.

That an edict of the Supreme Court made him President in 2000 and fraud made him President again in 2004.

That the President has pursued an unprecedented expansion of Executive powers that are a grave threat to the rights and liberties of the American People.

That he has made war on sovereign nations that are no threat to the American People.

That his 'War on Terror' has cost billions of dollars and thousands of lives without bringing those responsible for the terrorist attacks of September 11, 2001 to justice.

That the failure of his leadership in the present crisis in the City of New Orleans has resulted in the deaths of thousands more.

That he is derelict in every duty of his office.

Therefore, we resolve:

That President George W. Bush and his administration are illegitimate.

That he should resign from office and new elections should be held immediately.

That if he does not resign, the Congress of the United States should act to remove him from office.

That if the Congress should fail to act, the People will exercise their right to abolish this state and will establish a new government that will better secure their rights and liberties.
