Being a dumb Canuck, I am having a hard time figuring out this recall situation in California(we have some pretty bizarre theoretical and actual political situations here so you think I could understand).
It seems that there will be an election in October with a two part ballot. The first part asks the voters to vote on whether Gov. Davis will be recalled or not. If more than 50% of the voters vote to recall then the second part of the ballot comes into play -- there the voters will choose from over 100 names --who they choose as governor if the recall is successful. The one with the highest vote count would then become governor.
So theoretically 49% of the voters could vote for no recall (a vote for Davis) -- he would be recalled and then an individual with roughly 1% of the vote could become governor. Seems somewhat bizarre.
Apparently somebody tells me that in another weird twist if Davis resigns the current Lieutenant-Governor becomes governor and all bets and votes are off.
This is democracy (American style) in action?
If this was Rhode Island I guess it wouldn't matter much but California?
