In fact, it already has. A blackout similar to this week's massive electricity shutdown happened seven years ago on a sweltering August day in the West.

Democrats Target Bush on Blackout. CEDAR RAPIDS, Iowa -- The Democratic presidential contenders blamed President Bush Friday for the massive blackout in the northeastern United States, saying the White House's refusal to invest in the nation's infrastructure caused the problem. "It underscores a blackout in this administration on energy policies," Massachusetts Sen. John Kerry said. "They have ignored the investment needs of our infrastructure in favor of a tax cut for the wealthy."

The Democrats, I guess, expect Bush to have built an enhanced electricity transmission infrastructure in the last two years and seven months. One problem: it would take longer than that to do an environmental impact study. Buck up commrades. After W. wins in 2004, we're in for four more years of partisan bullshit from the Democrats. At this stage, if a bum shit on the sidewalk in front of the White House, they'd blame Bush and say it was brcacause of the tax cuts for the rich. [Zogby Blog]
