Jimmy Carter weighs in on the Bush administration and its efforts to get some hair-brained proposals to fly under the cover of a war on terrorism. http://www.washingtonpost.com/wp-dyn/articles/A38441-2002Sep4.html There may be good reasons for some sort of action, but they have not been articulated and no thought seems to have gone in to the next few moves. On the other hand it is an excellent diversion from worrying about corporate fraud, the economy, healthcare and social security just before an election. They have a free version that allows short documents and a full version for thirty well spent dollars. It seems that altering a river has some non-trivial repercussions that will certainly impact Louisiana's economy.
