Colorado Water
The Aurora City Council approved a plan the will allow the City of Colorado Springs to build a pipeline to move Arkansas river water north, according to the Denver Post [May 28, 2004, "Aurora OKs 3-way water deal"]. From the article, "Aurora was the last holdout in a series of players swapping water and agreements that remove roadblocks for Colorado Springs to build its Southern Delivery System. The 43-mile, $900 million pipeline would allow the city to pump water it already owns in Pueblo Reservoir. The first phase is scheduled for completion in 2009."

From the article, "The Pueblo City Council this week dropped its opposition to the Colorado Springs project on the condition that Aurora approve a minimum flow of Arkansas water through Pueblo. The water is needed for Pueblo to build a $9 million kayak course through its riverfront redevelopment district. To maintain that flow, Aurora agreed to temporarily give up about 1,400 acre-feet of Arkansas River water it now owns, but hasn't yet converted to municipal use. Colorado Springs Mayor Lionel Rivera said the agreement means the partners can proceed to the next step - getting federal approval for the expansion of Pueblo Reservoir. That's something that Aurora needs, too. The agreement also means Aurora can share the cost of building water storage facilities downstream from Pueblo with its new partners to recover that water."
