HB 1039
The Cherry Creek News: "A new law should make it easier for drought-stricken communities to get a little help. H.B. 1039, sponsored by State Representative Kathleen Curry, D-Gunnison, will allow private water rights owners to lend water to rivers in order to maintain a steady flow. Previously, such loans could only be made when the governor declared an emergency...The bill, which officially becomes law on Aug. 10th, will limit such voluntary loans to a maximum of three years in a ten-year period. Rep. Curry proposed the legislation after several small rivers completely dried up in 2002. Several private water rights owners offered to temporarily lend water to the state but were unable to do so without a declared emergency from the governor's office."

Referendums C and D
Supporters of Referendums C and D are still rolling in dough, according to the Denver Post [August 2, 2005, "Campaign for budget reform tops $2 million; opponents raise $125,000"]. From the article, "Supporters of November's budget-reform measures pulled in $1 million in campaign contributions last month, eight times the total raised so far by opponents. The big money, which brings to more than $2 million the total raised by the proponents since April, is in line with predictions that the ballot fight could be one of the costliest in Colorado history."

The Denver Post is reporting that the resignation of two staffers in the Denver Election Commission office may effect the fall election [August 2, 2005, "Two key workers leaving elections bureau"]. From the article, "After enduring weeks of criticism aimed at its ability to manage elections, the Denver election department is facing the loss of two key staff members. The resignations come three months before voters go to the polls to decide a budget reform measure that is expected to be one of Colorado's biggest constitutional referendums in more than a decade."
