Referendums C and D
The Denver Post's Bob Ewegen is urging voters to pass Referendums C and D this November [September 3, 2005, "Much at stake in election"]. From the opinion piece, "Referendum C asks voters to declare a five-year 'timeout' from the revenue limits imposed by the 1992 Taxpayer's Bill of Rights. It's foes are assailing C as a 'tax increase,' but the measure doesn't raise any of Colorado's tax rates. Instead, it allows the state to keep the revenue that existing taxes will generate as the economy grows over the next five years."
Here's another opinion piece from the Post, this one from Fred Brown, highlighting the split in Colorado's Republican party over Referendum C [September 3, 2005, "Republican referendum rift"]. Brown writes, "The Colorado Republican Party is at war with itself over what to do with the Taxpayer's Bill of Rights. Disagreement is nothing new for Republicans. They have had longstanding internal battles over social issues like abortion and homosexuality, and cultural issues like gun control and prayer in the schools. But this TABOR debate has put a crack in the one reliable bedrock principle of the Grand Old Party: fiscal conservatism."
