The UK is implementing more rigorous standards for approval of public sector IT projects.  They will now require "fallback plans" for "in the event of major problems."  They are using a gateway process for managing the project portfolio.  It sounds similar to the process that I shared here some time ago.  Like any process, you must take care to ensure that the process facilitates rather than inhibits results.  Without regular attention, these gates can become roadblocks which is why managers can't remove themselves from key points in the process.
