Steve Clift is an e-democracy evangelist. He is initiating the E-Government and Democracy Exchange in January 2004. The exchange is for e-government experts interested in:

- strengthening citizen trust and satisfaction in government
- promoting government transparency, openness, and accountability increasing government legitmacy and public understanding of government activities
- enhancing electronic public access to government information
- supporting representive institutions and processes online
- building online tools for the official work of elected officials
- ensuring integrated two-way public feedback through e-government service delivery
