Internet Cafes' Phone Service Fills a Void

This Washington Post writer reports from Honduras, but the same story is true in many other countries. Internet cafes are used to give phone calls where phones are scarce and services are expensive.

I obviously can't check the numbers given here, but it seems that in Latin America alone, international long-distance revenues have fallen by more $500 million in four years. And it seems that a large part of this drop is due to Voice over IP traffic.
