March issue of State has an interesting article on Havana
The February issue of State Magazine discusses one of the many ideas discussed by the department's technical support group:

"We had one proposal to capture 500 grizzly bears, tag one ear with a GPS, the other with a Minicam and then parachute them into Afghanistan so they’ll go into the caves and locate the Taliban. We didn’t fund that one."

State provides an interesting look into the department, especially for those of us who at one time aspired to become part of the diplomatic corps.

Jim Souby left the Western Governors Association to direct the Oquirrh Institute (The mission of the Oquirrh Institute is to define 21st century public policy to keep pace with a technology-driven world).  Pam Inmann will be the new Executive Director of Western Governors.
