David Hoggard's take on local politics and life in general from Greensboro, NC

Thursday, September 11, 2003

I just noticed a newly posted retraction to criticism of Mr. Sun's and other's comments on my financial disclosure ideas as well as my candidacy.  Greensboro Observer makes some good points at the end of the exchange, one of which is:  You know where I stand on things because I am laying it out and am sometimes getting slammed because of it.

Where do my opponents stand?  If you can actually find out where they stand, how do you ask them why and how they arrived at their position?

In a perfect world a local campaign would hinge on idea recognition, not just name recognition.

More discussion of this and other Hoggard/Greensboro issues can be found occuring on Ed Cone's site, especially here.

A great concert is scheduled to be held in War Memorial Stadium on Saturday, September 27th.  Uncle Cracker is a great new band and Hootie and the Blowfish is one of my all time favorites.

Before the concert, come on over to the Farmer's Market and grab you some fresh produce and a ham biscuit.  Drive through my neighborhood and see why we are so passionate about where we live.  Stop by my house at 108 Cypress Street and say hello - I'll be mowing the yard before heading over with all of the front porch 'hood crowd.

This is a great example of what we in Aycock love about War Memorial.  Lots of activity.  This is why we moved here.

This is also a great example of what Fisher Park fears is coming their way.

The News & Record, in an unlinked article, reports that the North Carolina Metropolitan Coalition, chaired by Greensboro's Mayor Holiday met yesterday.  This group is comprised of leaders from 21 of North Carolina's largest cities.  While much was probably on their agenda, the most important topic of the day was attracting jobs to the state... as it should be.

Taxpayer supported economic incentives as a tool for attracting companies to the area where at the top of their list for discussion apparently.

As I have said before, economic incentives are a necessary evil.  Companies know that incentives are available and increasingly holding relocation or expansion plans hostage to extract concessions from governments.  We have no choice but to play in this arena.

So let us define the rules by which we will play.  We need to go into the game stating that we certainly have money available for incentives, but our money carries some with it some rules that must be followed.

I propose that Greensboro adopt a set of Economic Incentive Guidelines that will protect the taxpayers interest in all future incentive negotiations.  This set of guidelines lays out our rules of engagement and makes incentive money available to large and small businesses equitably.  These guidlines recognize that most of our future job growth will come from smaller concerns and directs a sizable portion the City's incentive efforts toward that reality.
