US soldiers should keep track of the number and names of civilian by-standers they shoot dead or wound.

In Iraq, many people live with tribal "law" -- expecting cash payment when a relative is killed, and feeling an obligation to revenge the death otherwise.

In Iraq it is outrageously stupid to let our soldiers kill civilians without accountability, because some of the relatives of those civilians are likely to kill our soldiers in the future. That's an easy explanation for many of the killings since Bush's famous "Mission Accomplished" carrier landing.

In other words, we should stop killing civilians in order to protect our own soldiers.

And when we *do* kill civilians, we had better keep track of it, because we know that a dead civilians' relatives are likely to come gunning for us in the future.
